Pavel Pavlovsky, Director General
Pavel Pavlovsky joined UMC in April 2007, moving from a position as vice-president and director of the business unit of MTS-Foreign Associated Companies.
Born 1969 in Leningrad, he graduated from Leningrad State University with honors. In 1999, he received the MBA degree from INSEAD business school (France). Before coming to MTS in 2003, Mr. Pavlovsky worked for more than 6 years in consulting, in particular in the Moscow office of A.T. Kearney company, as well as the London office of Mercer Management Consulting company.
After joining MTS’s department of corporate development in 2003, Mr. Pavlovsky was engaged in implementation of the new organizational structure of MTS, with specific responsibility for creation of the macro-regional structure of the company. Afterwards, he led the group responsible for launching of regions and rebranding of subsidiaries in Russia.
Starting in 2005, he was director of the department for management of foreign associated companies of MTS as UMC Supervising Committee member. In summer 2006, he was appointed to act as vice-president for work with MTS foreign companies

Mark Burden, Deputy CEO, Chief Financial Director
Prior to joining UMC in July 2002, Mark Burden obtained vast work experience in the field of communications in Ukraine and Russia. In particular, in 1994-1995 Mr. Burden worked as an adviser to the Ministry of Communications of Ukraine for issues of restructuring, tariffs policy and regulatory problems. From 1995-1997 he was a financial controller in Utel, the leading operator of long-distance and international communications in Ukraine. From Utel, Burden moved to Russia where he obtained the position of the GTS Financial Director. After that, he moved to the position of a corporate inspector in Golden Telecom, Inc. Burden, a UK citizen, is a member of the Chartered Institute of Management Accountants and the Chartered Institute of Marketing. His hobbies include squash, tennis and aerophotography.

Oleg Prozhivalsky, Government Relation Director
Oleg Petrovich Prozhivalsky, born in 1949 in Kovel, Volyn Oblast, graduated from the Popov - Odessa Electrotechnical Communications Institute with a specialization in automatic telecommunication engineer, as well as the National Economy Academy of the USSR CM with a specialty as a leading national economy management expert. From 1992-1995, Prozhivalsky was Minister of Communications of Ukraine; later worked as an adviser of "ÐÒÒ Telecom Netherlands" company; as the First Deputy Director General of the Ukrainian telecommunication association "Ukrtelecom"; the Vice-President of the OJSC "Ukrtelecom" board; and the Deputy Head of the State Committee for Communications and Information of Ukraine. He was the President of the Ukrainian Operators Association of Communications Enterprises (Telas). Oleg Petrovich Prozhivalsky is an Honored Signalman of Ukraine.

Jeff Howly, Technical Director
Jeff Howly graduated from the University of Colorado as a specialist in radio communications engineering and has worked for more than 20 years in telecommunications. He was Technical Director of US West International company from 1991 to 1995. Howly took part in launching of the first mobile operator in Moscow, Moscow Cellular Communication. From 1995 till 2002, he was the Executive Director of the Operations Department of GTS-Golden Telecom company, and later its General Managing Director. From 2002 till 2005, he was the president of a consulting company in the high tech field, EMPlan Inc. In autumn 2005 he joined the UMC technical team, and since April 2006, he has headed the operator’s technical directorate.

Vasyl Latsanych, Marketing Director
Vasyl Latsanych came to UMC from the advertising agency All Mot³on, where he held the post of the Client Servicing and Strategy Director. Within six months of his arrival, All Mot³on agency took third place in the national rating of advertising agencies of the BTL direction (according to results of the independent rating of the “Zoloty Propeller” festival).
From November 2001 till January 2004, Latsanych worked as the Head of UMC Marketing Department. In this position, he was engaged in planning and implementation of all the operator’s marketing and advertising campaigns.
Before that, Latsanych worked as a Marketing Manager of Coca-Cola Bottlers S³ber³a (Novosibirsk) and a Marketing Manager of the Siberian region of Coca-Cola Krasnoyarsk Bottlers (Krasnoyarsk). From July 1996 till May 1999, Latsanych occupied various positions in Coca-Cola Amat³l Ukra³ne Ltd and Coca-Cola Beverages Ukra³ne: from a Trade Development Manager to the Director of Ivano-Frankivsk branch and a Sale Channels Development Manager (Kyiv).

Valentine Mihajlovsky, Director for Administrative Issues
Valentine Mihajlovsky, born in 1952, has higher educations in law and economy. He began his career as head of the security service and was later head of the personnel department of SHCB "Ukraina."
In 1999, he worked as UMC’s chief expert for safety issues; in 1999 – 2001, he served as personnel and safety director of Kyiv Polygraph Factory "Zorja". In 2002 he became UMC’s deputy director for personnel, and in 2004 was appointed UMC’s director for administrative issues.
Mihajlovsky is married and has two daughters. His hobbies are fishing and mountain skiing. |

Dmitriy Lihuto, Sales and Services Director
Dmitriy Lihuto joined UMC in April 2007, moving from a position of marketing manager at mobile virtual network operator Effortel (Belgium).
Born 1971 in Belarus, he graduated from Minsk Foreign Languages University. In 2003 he received the MBA degree from INSEAD business school (France). Before joining UMC, Mr. Lihuto worked for more than three years in the telecommunication sector and for over nine years in consulting, in particular in the USAID, as well as at Globalpraxis Group (Spain).
He started his career in the telecoms in 2004 when he joined MTS in Belarus as deputy general director for marketing.
